This is not an article that argues all Non-Governmental Organizations (NGOs) are bad actors, many provide services globally to millions of vulnerable people who slip through the cracks when their governments have failed or find themselves in the middle of a war zone. The humanitarian organizations delivering this type of aid and services should be viewed as the gold standard; apolitical, free of corruption, and with no agenda. Unfortunately, many NGOs are political, systemically corrupt and with sinister ulterior motives, this piece is about their assault on humanity under the auspices of humanitarian organizations. The NGOs that operate as part of a broad Muslim Brotherhood network with multiple roles aimed at influencing and destabilizing societies worldwide.
An NGO operating out of France currently named Humani Terre provides a perfect example of the Muslim Brotherhood establishing a dual-use charitable foundation in the heart of Europe to raise and funnel money for Hamas. However, a brief history lesson on their evolution is needed, formed thirty-five years ago when Hamas burst on to the scene during the First Intifada (1987-1993) they were not named Humani Terre. Instead, the Committee for Charity in Solidarity with Palestine (CBSP) was founded in 1990 and positioned itself as an apolitical organization focused on emergency relief, education, healthcare and sustainable development. The CBSP quickly grew raising funds through small donations collected at mosques and Islamic centers in France, with large donations flowing in from countries such as Qatar and wealthy Muslim Brotherhood members living in Gulf states. When the CBSP affiliated itself with the Muslim Brotherhood Musulmans de France they tapped into another fundraising network. However, when Qatar created the Union of Good (UG) during the Second Intifada and CBSP became part of the umbrella group of over 50 Islamic charities the French organization went from Muslim Brotherhood affiliation to outright membership in 2000 which brought unwanted attention. When the United States Treasury Department (2003) finally designated CBSP as a Specially Designated Global Terrorist (SDGT), stating they were the “primary fundraiser in France” for Hamas, the organization’s troubles began in earnest. After roughly fifteen-years of legal battles and losing defamation lawsuits the CBSP simply attempted what most terrorist groups do when they have been exposed, changed their name.
Humani Terre certainly sounds less political with the name change in 2018, but when you keep the same board members, affiliations (UG), location, and phone number even the casual observer understands nothing has changed. The organization is still part of the Muslim Brotherhood Union of Good (UG) umbrella, pulling and pooling funds from extremist Islamic charities around the globe. Evidence for 2008 sanctions included UG brokered transfers from designated charities for the “Pay for Slay” program where families of suicide bombers are financially rewarded. Some in the United States may be aware of the Holy Land Foundation which was convicted of funneling $12 million to Hamas in 2008, they were an organization underneath the UG umbrella. Union of Good may be viewed as the global superstructure, but Humani Terre is the flagship in France and Hamas is a Muslim Brotherhood organization. By studying key NGOs in the Muslim Brotherhood global structure, it becomes possible to explain the interconnectedness and coordination behind a system of fake humanitarian organizations.
Similar to its predecessor CBSP but not identical because of the listing, Humani Terre was added to the U.S. Treasury’s OFAC SDN List as part of sanctions against Hamas-linked entities, freezing its U.S. assets and banning American transactions with it November 2002. Soon after the Nova Massacre Humani Terre began a fundraising campaign for Hamas that accumulated €36 million before it was seized by the French government June 2024. Additionally, Humani Terre has/had been under terror financing investigation since November 2023 while it was in the act of raising millions destined for the Gaza Health Ministry. The €36 million frozen in June was for six-months, until the French government makes a ruling on the money, was it truly for humanitarian purposes or destined for Hamas and Ministry of Health which has been Humani Terre’s partner in Gaza. In just a couple of days the French government will decide whether €36 million should remain frozen or the money Humani Terre received from blocked accounts, cash and transfers will be handed back and eventually find its way to Hamas. If the French should rule incorrectly on December 5, 2025, they will have set a dangerous precedent, NGOs can use money earmarked for “humanitarian aid” to build tunnels and weapons for terror operations. A respected French investigative journalist who focuses on anti-money-laundering and terrorism-financing told me their assessment: approximately 80% of the funds could be routed to Hamas, while the remaining 20% will support mosques in France associated with Muslim Brotherhood-influenced ideology. There is no transparency with NGOs and if the French government returns all €36 million then the entire system is broken.
The world desperately needs apolitical, agenda and corruption free NGOs to fill the void of basic human services in countries ripped apart by war and the government cannot provide the most basic necessities. However, not all NGOs are created alike and the example of Humani Terre should serve as stark warning when individuals or governments want to ease suffering and throw money at dubious organizations believing some will trickle down to the impoverished. Humani Terre has two goals and neither relate to humanitarian aid, all that matters is the advancement of Muslim Brotherhood ideology in the Middle East and slowly subverting French society. In short, the NGO world has a Muslim Brotherhood problem that needs to be fixed immediately. Free societies cannot continue to fund insidious groups and look the other way when they see malfeasance.
