Singapore follows in second place at 63.4 percent, with Norway, Ireland, and France trailing further behind, while the United States ranks 21st with approximately 31.3 percent adoption.
This leadership in AI diffusion is the culmination of years of deliberate national strategy rather than coincidence. The UAE appointed the world’s first Minister of State for Artificial Intelligence in 2017 and launched its ambitious National Artificial Intelligence Strategy 2031, which aims to position the country as a global leader in the field.
