According to the Microsoft AI Diffusion Report for Q1 2026, published by the Microsoft AI Economy Institute, 70.1 percent of Emiratis aged 15 to 64 now engage with AI tools for at least 90 minutes per month. This represents a sharp increase from 59.4 percent in mid-2025, significantly outpacing the global average of just 17.8 percent. Singapore follows in second place at 63.4 percent, with Norway, Ireland, and France trailing further behind, while the United States ranks 21st with approximately 31.3 percent adoption.
This leadership in AI diffusion is the culmination of years of deliberate national strategy rather than coincidence. The UAE appointed the world’s first Minister of State for Artificial Intelligence in 2017 and launched its ambitious National Artificial Intelligence Strategy 2031, which aims to position the country as a global leader in the field. These foundational steps have been supported by substantial investments in infrastructure, education, talent development, and public-private partnerships. AI has been systematically integrated into government services, businesses, and everyday life, creating an ecosystem where technology drives both efficiency and innovation.
Recent initiatives highlight the depth of this commitment. In April 2026, the UAE government announced plans to transform 50 percent of its sectors, services, and operations with agentic AI within two years, promising more responsive public administration and decision-making. Complementing this are major funding commitments for AI infrastructure and workforce skilling, alongside the development of homegrown models such as the Falcon large language model. Notably, it recorded the highest growth in AI talent worldwide, with a 121 percent increase between 2019 and 2025, far exceeding expectations given its size and economy. Several key factors explain the UAE’s rapid rise. Strong government leadership and centralized policies ensure AI permeates every level of society. Heavy investments in data centers, computing power, and international collaborations notably with Microsoft provide the necessary infrastructure. A forward-looking economic vision focused on diversification beyond hydrocarbons positions AI as a cornerstone of the post-oil future. Culturally, the UAE has embraced technology as part of its national identity, fostering a digitally native population ready to harness AI’s potential. This holistic approach stands in contrast to many nations facing fragmented policies or infrastructure limitations.
The implications extend far beyond the Emirates. The UAE offers a compelling blueprint for other countries, demonstrating how smaller, agile economies can achieve outsized impact through vision, investment, and execution.
